After a day or so of searching, I have managed to locate an (abridged) two-page translation of Rudolf II's Letter of Majesty, somewhat randomly in The Czech Reader,* which conveniently abridges as uninteresting the parts where Rudolf specifies the precise authority/means by which he confers the rights he does. Though I am fairly convinced that it wouldn't matter to someone writing after 1620 anyway. Which means I found it in time to realize it's not crucially important to my argument.
*I have accepted that there is no full English translation of the letter. What worries me is the very likely possibility that the original is in German, which I do not really read, or, worse, Czech.
