Provocative thesis to explore sometime in the future: George W. Bush was a better president for the legitimacy of international law than Barack Obama has been (so far). Bush always wanted a legal rationale, even if convoluted or wrong. By contrast, the Obama administration has been lazy in offering a legal defense of the OBL killing. Which is not to say, of course, that it's the wrong policy, just one that's taking place in a world of power and politics, but not law.
