Clearly shoveled at some point, but before all the snow had fallen. Lots of sand/salt, which produced a massive puddle farther back in the picture (perfect for when it drops below freezing again!). We're not in the most heavily trafficked portion of campus, but I can assure you it's all like this. That email now makes a lot more sense.
