Everything may not be relative, but some things are. I'm not sure whether to be more surprised that Durham used to fix 90% of its potholes within 24 hours, or that the current sub-20% number shocks people. From what I remember of the north, the idea that any pothole would be fixed in 24 hours is a very odd idea.
